“Narrow Provider Networks” So Far Not Spreading Quickly from Health Exchanges, to Employer Plans

WASHINGTON—So-called “narrow provider networks,” which limit covered health providers in health plans, do not appear to be crossing over rapidly from the Affordable Care Act’s (ACA) health exchanges into employment-based health plans, according to a new analysis from Mark A. Hall, J.D., Wake Forest University, and Paul Fronstin, Ph.D., Employee Benefit Research Institute, with support from the Robert Wood Johnson Foundation’s Changes in Health Care Financing & Organization (HCFO) Initiative.

Recently, we’ve witnessed exciting changes as the Robert Wood Johnson Foundation works to build a national Culture of Health enabling all in our diverse society to lead healthy lives, now and for generations to come. Those changes have required some necessary priority shifts – the development of new programs and the sunset of others. During the past year and in the coming months, we will continue to wind down the Changes in Health Care Financing and Organization (HCFO) program with its close scheduled for September 2016.

Overview: With the proliferation of narrow network plans on the new marketplaces, consumers are being steered to plans that offer lower prices but limited choice. Insurers may offer narrow network plans to attract price-sensitive consumers who are willing to tradeoff network breadth for less costly premiums. Yet, anecdotal evidence suggests that the resulting provider networks may be narrower than expected, leaving consumers vulnerable to the financial burden of out-of-network care.

As a wise Greek philosopher once noted, the only thing constant is change. One exciting change for the Robert Wood Johnson Foundation is the movement towards building a Culture of Health in America, with a new emphasis on investments that promote health beyond the medical system to places where people live, learn, work, and play. While this means we will wind down the Changes in Health Care Financing and Organization (HCFO) program, the contributions of HCFO-funded research will certainly endure.
